Note: Money flows in the direction of the writer. If they want you to pay a fee for reading your work or want you to buy the book without paying you... or fly somewhere to get an award at a conference that YOU have to pay for... it's probably a scam.
There are times when the writer does spend his/her money... such as; some contests (watch carefully), real work shops and conferences that you want to attend, book doctors, etc.
Literary agent should NOT charge you for reading your work. They get paid after selling your book to a publisher.
